WebProblem solved, I turned BITS throttling off in Config manager and used GPO instead to Configure the BITS settings, now it is working as expected. I think Config Manager was unable to set all the required policy settings. For example, using config manager I was not able to set a higher speed than 9999 kbits outside of throttling window.
